The timeline reality
The current planning baseline is 48 months or more. That baseline can move in either direction as government processing and visa availability change. We do not hide the timeline; we build the workforce plan around it.
Government timelines move. A serious workforce forecast moves with them.
Not one clock
No provider controls prevailing wage processing, PERM adjudication, audits, I-140 review, annual visa limits, priority-date movement, document readiness, or consular capacity.
As of the August 2026 Visa Bulletin, the Other Workers final-action date for most countries is April 1, 2022. That four-plus-year visa queue is only one part of the overall process. China, India, Mexico, and the Philippines have separate listed dates.
The State Department can advance dates, hold them, move them backward, or make a category unavailable as demand and annual limits change.

Define the permanent need, worksite, duties, requirements, wage range, hiring history, and forecast demand.
DOL determines the required wage baseline for the occupation, requirements, and area of intended employment.
The employer completes the required U.S. recruitment, considers applicants in good faith, and files through counsel.
The employer petitions USCIS and demonstrates the continuing ability to pay the offered wage.
The worker waits for the priority date to become eligible under the applicable country and category.
Final documents, medical examination, security screening, interview, and adjudication occur when the case can move.
The employer activates the ordinary employment plan: I-9, safety, training, scheduling, supervision, and integration.
How the wait becomes useful
EB-3 does not replace today’s immediate hiring tools while the pipeline matures.
Forecast recurring need and start groups at intervals instead of placing one bet.
Update demand, attrition, processing movement, and operational assumptions.
The language we will use
That is intentionally different from both false precision and endless-tunnel pessimism. Timelines have improved before and may improve again. They may also slow or retrogress. The planning system must survive either movement.
